ExpertRECALL is pleased to share with its readers an exclusive interview with thought leaders on issues of critical importance to the recall space. As the government agencies continue to ramp up their consumer safety efforts, we interviewed Rosario Palmieri to discuss what manufacturers and retailers are doing to prepare for changes in CPSC regulations.

Mr. Palmieri is the Vice President, Infrastructure, Legal & Regulatory Policy with the National Association of Manufacturers (NAM). Within his role with the NAM, Mr. Palmieri coordinates the work of the CPSC Coalition – a diverse group of individual manufacturers, manufacturing trade associations, retailers and retail associations, as well as experts in the product safety field. The Coalition works to achieve shared goals including the safety of the consumer products and reasonable regulation, laws, and voluntary standards to achieve those goals. Mr. Palmieri shared his insights on concerns manufacturers and retailers have about the CPSC.

ExpertRECALL: What is the number one concern for your members as it pertains to the CPSC?

Rosario Palmieri: The number one concern for members of the CPSC Coalition, regardless of their role in the manufacturing and commerce industries, is the implementation of the CPSIA.

ExpertRECALL: What are your members doing to prepare for the implementation and enforcement of the CPSIA?

Rosario Palmieri: Our members have invested countless dollars and hours of staff time to meet the requirements, often without sufficient guidance from the CPSC. In areas where there is no clarity, they are making their best faith estimates of what is required. They are requesting feedback from the Commission and from Congress on many of these challenges and requesting appropriate relief from unnecessary restrictions.

ExpertRECALL: What do you think can we expect next from the CPSC?

Rosario Palmieri: Anything is possible. I expect continued refinement of the guidance document on testing and certification. I also expect a decision about whether to continue the stay of enforcement on testing and certification that is set to expire on February 10, 2010.
